It is a course-completion certificate — a record that you finished our program. It is not a state credential, not a commission, and not required for anything. Arizona’s requirement is the state exam itself, which no course can issue or substitute for, and the state designates no official trainer whose certificate would carry legal weight. Don’t confuse it with your commission certificate, which the Secretary of State mails after your application is approved — that’s the document your seal vendor needs.
